Why is this topic important?
- Opportunities for Amending EBP are Limited: During the approval phase, while the opportunities for parliament to amend the EBP are limited, this stage still provides a critical window for reviewing the overall budget and ensuring fiscal accountability.
- Unlike Pre-Budget Stage, Full Budget Allocations are Available for Scrutiny: Unlike the pre-budget stage, the approval phase allows for a comprehensive review of the budget appropriations, providing CSOs with the opportunity to comment on the full range of fiscal allocations, not just policy frameworks.
- Engagement of CSOs: The approval phase is an important entry point for CSOs to engage with parliamentary processes. They can participate in public hearings, submit recommendations, and influence decisions on sectoral budget allocations.
- Ensuring Resource Distribution Meets Social Priorities: Parliament uses the approval phase to ensure that public funds are allocated effectively to meet national priorities, particularly in sectors such as health, education, and infrastructure.

La publication du budget citoyen pendant la phase d’approbation. La transparence budgétaire est un principe fondamental en matière de bonne gouvernance et une condition essentielle dans la mise en œuvre des politiques de développement économique et social. Elle s’entend notamment par l’étendue et la facilité avec laquelle le citoyen peut non seulement accéder à des informations et des données sur le budget mais aussi les comprendre. Ce principe est édicté par la loi N°2018/011 du 11 juillet 2018 portant Code de transparence et de la bonne gouvernance dans la gestion des finances publiques au Cameroun.
Very interesting topic…. My concern is the period of during from the budget formulation stage to the approval stage, what is the time duration?

-Comment les parlement peuvent agir pour obtenir des gouvernement plus des financement pour les secteurs sociaux des bases comme l’Education , la santé ,hydrauliques et Agricultures en faveurs des groupes marginalisés et vulnérables
-Montre comment le parlement peut aider les citoyens à mieux comprendre les informations budgétaires à travers la réalisation du budget dit citoyen

La phase d’approbation est importante parce qu’elle permet au parlement de donner l’autorisation au gouvernement pour la mobilisation des ressources et les dépenses pour un gestion donnée. La production du projet de budget et ses annexes particulièrement le budget citoyen permet aux OSC de disposer des données simplifiées et accessibles afin de faire des analyses du projet de budget pour apprécier la prise en compte des besoins et aspirations des populations dans le budget à voter. Sur la base de ce document, les OSC peuvent orienter les parlementaires dans les discussions pendant le passage des ministères sectoriels.
Une phase aussi intéressante comme les autres d ‘ailleurs.Elle nous montre la voie royale que nous devrons jouer en tant qu’acteur de la société civile.Sujet intéressant avec un contenu riche .
