Exercise 1:
Overview: This exercise is about the Ghana Audit Service audit of the National Apprenticeship Programme (NAP), which is coordinated by the Council for Technical and Vocational Education and Training (COTVET). This program was established to provide employable skills to Junior High School graduates who could not progress to Senior High School.
A performance audit of NAP, conducted by the Ghana Audit Service, revealed several challenges, including the inadequate implementation of guidelines, poor selection of Master Craft Persons (MCPs), lack of tools and resources for apprentices, and insufficient monitoring and evaluation. The audit highlighted the need for stronger governance and more effective oversight to ensure that the program meets its objectives.

The auditee takes a tick box approach to implementation reporting. My thoughts are, for such to be avoided, policies should specify what is required of the auditees eg documentation and candid explanation to avoid instances of going back on commitments made. -

III) Qualitative and Quantitative Data – information on the type of gender mainstreaming activities needed may be required.
