Overview: This exercise is about the Ghana Audit Service audit of the National Apprenticeship Programme (NAP), which is coordinated by the Council for Technical and Vocational Education and Training (COTVET). This program was established to provide employable skills to Junior High School graduates who could not progress to Senior High School.
A performance audit of NAP, conducted by the Ghana Audit Service, revealed several challenges, including the inadequate implementation of guidelines, poor selection of Master Craft Persons (MCPs), lack of tools and resources for apprentices, and insufficient monitoring and evaluation. The audit highlighted the need for stronger governance and more effective oversight to ensure that the program meets its objectives.

When implementing gender response allocations information that may be needed for monitoring includes:
I) Gender Analysis – gender analysis for similar projects and programs can help inform the projects gender specific social, cultural and legal context
Ii) Literacy Review – literature review and desk studies. can help the project.
III) Qualitative and Quantitative Data – information on the type of gender mainstreaming activities needed may be required.
iv) Technical and FInancial Collaboration – technical financial collaboration between my and other actors in the budget process can help collect data and statistics
v) Civ Society Organizations – participation of civil society organizations ßcan help collect data and statistics.
