PFM is critical to development information is the life blood of citizen engagement and participation. Participation in itself isn’t enough but requires inclusive participation in various processes as well as decision making. Gender responsive budgeting in the absence of women and marginalised groups in decision making bodies is merely an academic exercise. Initially, I viewed PFM as a set of technical processes aimed at managing government finances effectively. However, through the module, I have come to appreciate that PFM is not just about budgeting and expenditure control but also about ensuring equity, sustainability, and efficiency in the use of public resources. I now understand that effective PFM is crucial for achieving long-term development goals and improving the quality of public services, especially in contexts where resources are limited.
The role of Parliament has also become clearer. Parliament is not just a passive entity that approves budgets; it plays an active role in scrutinizing and shaping fiscal policies. The parliamentary committees involved in budget review are crucial for ensuring that budgets align with national priorities and that public resources are used appropriately. Parliament’s oversight function, through debates, inquiries, and approval processes, is critical for holding the executive accountable and preventing corruption or inefficiency.
Moreover, I’ve learned that effective PFM requires the collaboration of multiple stakeholders, including the executive, Parliament, civil society, and international partners. Each of these players has a vital role in promoting transparency, participation, and accountability in financial management processes.

There’s a clarity of the integral role of parliament in the budgeting process as they have powers to play key roles during formulation, approval and audit.
Its clear now that GRB is not about women but about all the people and its critical to have an analysis so ass to address the needs of the different groups appropriately
The toolkits will go a long way in enhancing our workReply
