The Ministry of Finance, Parliament of Sierra Leone, and the International Budget Partnership conduct these consultations.Plan for Pre-Budget Consultation 1. Goal

Media coverage, CSOs media briefs, National Treasury Website and Parliamentary House Committee Reports2. Which actors are typically included and what types of issues are being discussed? Who do you think is missing from those consultations?
Economists, government and ministry advisors, Legal consultants and CSOs are the most included actors. The key issues discussed entail projected expenditure and revenue generation platforms as well as government’s strategy on prioritising the specific spending. In most instances, the already established CSOs take part leaving out upcoming ones, same case for women, PWDs, youth and marginalised persons.3. How could they be improved?
Strategic consultations must be enhanced, ample time of engagements to be allocated and finally wholesome representation of the sectors and the left out groups.
