As a CSO, engaging in the formulation and approval stages is crucial for influencing key resource allocation decisions that shape government policy and its impact on society.
The formulation stage provides a key opportunity for stakeholders to influence budget priorities before the draft is finalized, making it an ideal time for CSOs to advocate for policies that address marginalized groups and ensure their voices are represented in the budgetary process.
The approval stage is a vital point for legislative oversight, ensuring the proposed budget aligns with public needs and funds are allocated transparently, making CSO advocacy for strong legislative scrutiny essential to uphold accountability and serve the public interest.
Apart from the above-mentioned importance, CSOs involvement in the budget formulation and approval process is key to promoting sustainable development and ensuring public resources support equity and resilience; CSOs can engage with parliament to highlight the needs and priorities of the communities and people they represent to help ensure they are reflected in the draft budget as part of parliamentary pre-budget consultations as is the case in Canada and New Zealand; and finally, the independent analysis of the draft budget by civil society organizations (CSOs) can help bridge this gap, providing the necessary support to ensure more thorough parliamentary oversight. Despite parliament’s formal responsibility in scrutinizing the appropriations and approving the EBP, parliamentary scrutiny is mostly weakened by a lack of staff and expertise in budget matters (IBP 2017: You can read more here ).
